Abstrak

 

The gains of staff at the Department of Sanitation, Parks and Fire Kabupaten Tapanuli Tengah Year 2014-2015 tended to decline after the central government implement a merit system in managing its human resources.
The purpose of this study is recognize which factors that cause performance degradation ASDN Department of Sanitation and Fire Kabupaten Tapanuli Tengah, and formulate policies that are expected to be applied in order to improve the performance of the Department of Sanitation Apparatus and Fire Kabupaten Tapanuli Tengah.

Data collection is done by questionnaire and interview. The sampling technique was conducted a census of all the Administrative Office totaling 47 people. Data analysis technique used is by using correlation analysis on each independent variable compensation, skills, culture Bureaucracy, Work Facilities on the dependent variable, namely Performance Apparatus.

Simultaneously, the results showed that there is a significant and positive influence by factors Compensation, Skills, Culture Bureaucracy and amenities Apparatus Work on Performance. Partially factors influencing performance skills over Apparatus, followed by cultural factors Bureaucracy, Compensation and Working Facilities factors.
