Abstract :

The purpose of this research have to test the influence of budgetary participation, leadership, and organization commitment on the managerial performance in Pembangunan Pancabudi University Medan. Hypotheses that proposed is budgetary participation, leadership, and organization commitment to the managerial performance is significant with simultaneous test or partial test in Pembangunan Pancabudi University Medan. The population of this research is leader and staff in office of Pembangunan Pancabudi University usually in making budgetary policy amount 65 persons (source data in employer unit, 2009). The adjustment small population also this research with census. And than process and analyze data by using multiple regression models through SPSS version 14. The result of this research is in the simultaneous budgetary participation, leadership, and organizational commitment significantly influence on managerial performance, and with partial test budgetary participation, leadership, and organizational commitment is positively significant influence on managerial performance in Pembangunan Pancabudi University Medan.

ABSTRACT:

The aim research are analyze and provide empirical evidence of influenced by several factors likes leadership commitment, quantity and quality of human resources and supporting facilities with simultaneous inference and partial for the successful implementation of SIMAK-BMN at the State University of Medan. this research is quantitative research emphasis on testing the causal relationships influence the leadership’s commitment, Quantity and Quality of human resources and supporting facilities for the successful implementation of SIMAK -BMN. The research population is all administration staff in state University of Medan which duties in general and equipment field. This research using 38 sample. Data research obtained with give questioner to respondent. Analysis technique used is multiple regression analysis with simultaneous inference and partial. For hypothesis test used F and t test. The analysis result proved that commitment of leadership, the quality of human resources, the quantity of human resources, and good supporting facilities influenced the successful implementation of SIMAK-BMN at the State University of Medan. the analysis partial showed the commitment of leadership, quality of human resources, and supporting facilities have positive influence on successful implementation SIMAK-BMN at University of Medan. However the quantity of human resources didn’t influent on successful implementation SIMAK-BMN.

Abstract :

In Law No.32 Year 2004 as guideline of Local Middle Term Development Plan of Langkat District year 2006/2010 has decided that the goal of development is to improve the people prosperity. The improvement of people prosperity can be achieved if the income of the people increase sufficiently so that it can meet the basic need of their life. Fishery resources is actually potential benefited to improve the standard of living and the prosperity of the fishermen, but in reality, there are so many fishermen who still can not improve the result of their catching fish that the income of the fishermen does not increase. This study observes and analyzes four factors, such s working capital, manpower, experience, and distance of going to sea which influence on the income of found that working capital, manpower, experience and distance of going to sea all together influence the income of the fishermen in Langkat District. Of the four factors which influence on the fishermen income, working capital factors gives nigger contribution compared with manpower, experience and distance of going to sea factors. However, manpower and distance of going to sea factors must also be considered because these factors are supporting factors to the income of fishermen. By taking care of the result of this study that working capital factors gives bigger contribution compared with other factors on the income of the fishermen, it is suggested to open access to get working capital by cooperating with cooperation or banks and non-banking institutions. It is also necessary to perform founding and the development of ability in catching the fish and to improve the technology in catching fish by using effective technology.

Abstract :

European Union (UE) is one of strategic alternative markets for Indonesia products especially for forest products and Crude Palm Oil (CPO). European Union is one of strategic alternative markers compared with other existing markets. Thus, the market can be expanded to other countries widely. Based on data of Oil World Annual & MBOP, the export of Indonesia on CPO (Crude Palm Oil) to some destination countries from 2002 until 2009 indicates that Indonesia’s main exporting markets are namely European Union, India and China. In 2002 and 2007 the European Union is the second largest market for Indonesia, but starting from 2008, the EU (European Union) market has become a major market of Indonesia though Europe Union applies restricted policies on CPO (Crude Palm Oil) importing. The used data is secondary data which is obtained form Oil World Annual & MPOB, Statistical Centre, Bank of Indonesia (BI), World Bank, EBB of European Union (EU) and supporting data sources in 2000 until 2009. This research applies similarity structure known as Path Analysis which is equipped by AMOS Application or Analysis of Moment Structure. The result of this research indicates that exchange rate impacts possitively but not significantlly, domestic production of CPO impacts negativelly and insignificantly and world CPO prices impact possitvelly and significantlly towards export price of CPO. The export price of CPO impacts positively but insignificantly, exchange rate impacts positively and significantly, domestic production of CPO impacts positively and significantly, world price of CPO impacts negatively and insignificantly, per capita income impacts negatively and significantly, production of edible oil impacts positively and significantly, and World Crude Oil prices impacts negatively and significantly towards CPO exports of Indonesia.

ABSTRAK
Untuk mengamankan sebuah data dalam komputerisasi diperlukan teknik kriptografi. Salah satu teknik kriptografi penyandian adalah menggunakan Algoritma Elgamal. Algoritma Elgamal merupakan bagian dari kriptografi asimetris yang pembentukan salah satu kuncinya menggunakan bilangan prima dan menitik beratkan kekuatan kuncinya pada pemecahan masalah logaritma diskrit. Dengan memanfaatkan bilangan prima yang besar serta masalah logaritma diskrit yang cukup menyulitkan, maka keamanan kuncinya lebih terjamin. Adapun algoritma untuk pembangkitan bilangan prima tersebut adalah menggunakan metode Mersenne. Proses enkripsi ElGamal dari plaintext ke dalam bentuk ciphertext didahului pembentukan kunci oleh penerima pesan, dua macam pasangan kunci yaitu kunci public dan kunci private. Kunci public untuk disebar luaskan sedangkan kunci private untuk diri sendiri. Untuk membuat sebuah pesan rahasia dalam bentuk ciphertext, pesan rahasia harus dikonversikan terlebih dahulu dalam bilangan bulat kemudian dikodekan berdasarkan kode ASCII(American Standart for Information Interchange). Pesan dalam bentuk ciphertext didekripsi menggunakan kunci private untuk dikembalikan menjadi pesan yang sebenarnya. Sehingga Kriptografi Elgamal melindungi pesan rahasia dengan aman.

Abstrak

Penulisan makalah ini bertujuan untuk mengetahui strategi pemberdayaan ekonomi kerakyatan. Penulisan makalah ini menggunakan metode tinjauan literatur (library research). Dari pembahasan dapat disimpulkan bahwa roh dari ekonomi kerakyatan adalah : bagaimana pemerintah dapat menjalankan fungsi alokasi, fungsi distribusi, dan fungsi stabilisasi (atau bagaimana kebijakan fiskal, kebijakan moneter, dan kebijakan di sektor riil dijalankan), sehingga distribusi aset ekonomi kepada sebagian besar rakyat dapat terjadi tanpa mendistorsi pasar.

ABSTRAK
Dalam merancang pengendali berdasarkan logika fuzzy, faktor mendasar yang harus dipenuhi adalah penskalaan dari input-output, aturan dasar kendali fuzzy dan tipe fungsi keanggotaan yang digunakan. Pada logika fuzzy fungsi keanggotaan merupakan dasar penting karena nilai keanggotaan akan menentukan posisi output dari sebuah himpunan fuzzy. Ada beberapa tipe fungsi keanggotaan pada pengendali logika fuzzy antara lain Trianguler MF, Trapezoidal MF, Generalized Bell MF, Gaussian MF, Pi MF, Signoidal MF (terdiri dari psigmf dan dsigmf). Pada penelitian ini menganalisis tipe fungsi keangggotaan antara trapesium dan fungsi keanggotaan sigmoid yang digunakan untuk mengetahui pengaruh perbedaannya terhadap model inferensi fuzzy Sugeno orde satu secara umum. Dari hasil yang didapatkan berdasarkan kepuasan siswa, bahwa penggunaan kurva trapesium dan kurva sigmoid menghasilkan perbedaan linguistik. Dan model penilaian ini dapat digunakan dalam pengukuran kepuasan yang tidak memiliki standarisasi penilaian baku.
